The South Whittier School District is proud to offer a Spanish Dual Language Immersion (DLI) program designed to promote bilingualism, biliteracy, and cross-cultural competency. DLI classrooms consist of a balanced mix of English-dominant and Spanish-dominant students. This model supports optimal peer interaction and language development in both languages. Students are not required to understand or speak both languages upon entering the program. Instead, the curriculum is designed to develop speaking, reading, and writing skills in Spanish while maintaining high academic achievement in English.
What does the research show?
Research consistently demonstrates that students participating in Dual Language Immersion (DLI) programs experience strong academic and linguistic benefits. Students in DLI programs often perform as well as or better than their peers in English-only settings in areas such as literacy, academic achievement, and critical thinking skills. In addition to developing bilingualism and biliteracy, students gain greater cultural awareness, communication skills, and cognitive flexibility that support success in an increasingly diverse and interconnected world.
Research also indicates that Dual Language programs are most effective when students begin participation in the primary grades, ideally in kindergarten, and continue consistently over multiple years. Sustained participation over a period of approximately 5–7 years allows students to build strong proficiency in both English and the partner language while maintaining high levels of academic achievement across content areas. Furthermore, students who complete long-term DLI pathways are better positioned for future educational and career opportunities that value multilingualism and cross-cultural competencies.
What is the program model?
In South Whittier School District, students in the Spanish Dual Language Immersion (DLI) program receive the same academic curriculum and are held to the same state standards as all other students. Entry into the program begins at the TK or kindergarten level, and families are asked to commit through 8th grade to ensure the full benefits of bilingualism and biliteracy. The program follows a 90:10 model, meaning that in TK, 90% of instruction is in Spanish and 10% is in English. As students progress through the grades, the amount of English instruction gradually increases each year until instruction is balanced at 50% Spanish and 50% English in grades 4-8. This model is designed to support strong academic achievement while developing fluency in both languages.
Background Information:
During the 2017–2018 school year, the district began exploring the feasibility of establishing a Dual Language (DL) program in the South Whittier School District. The planning team consisted of the Superintendent, interested teachers, site administrators, board members, and outside consultants. Over the course of the year, the team met regularly to study the components of effective dual language programs, visit districts with established programs, and attend state and local DL conferences and trainings to build knowledge and capacity. Based on these findings, the district moved forward with implementation during the 2018–2019 school year, beginning with two kindergarten classes. Since its inception, the program has continued to expand annually, providing students with opportunities to develop bilingualism, biliteracy, and multicultural competencies. In the 2026–2027 school year, South Whittier School District will expand the Dual Language program into middle school, creating a continued pathway toward biliteracy and supporting students in earning the California State Seal of Biliteracy.
Program Vision:
Although the vision for the Dual Language program in SWSD has been developed around the three pillars of dual language education, dual language acquisition, and the completion of the requirements for the California State Seal of Biliteracy, the official vision is still being refined with input from parents and teachers. A collaborative team is currently developing the next phase of the vision plan and designing a comprehensive “Pathway to Biliteracy” for elementary and middle school students that will align with and support the continued growth of the Dual Immersion Program.

Middle School Continuity and future Opportunities
Students who complete the elementary DLI program will have the opportunity to continue their bilingual education at Graves Middle School. Beginning in the 2026–2027 school year, Graves MS offers two courses for DLI students: a Spanish History/Social Science course and a Spanish Language Arts. Both courses are conducted entirely in Spanish, allowing students to further develop their academic language proficiency.
The goal of the middle school DLI pathway is to prepare students for advanced coursework in high school and, ultimately, to earn the California Seal of Biliteracy. This distinction recognizes students who have attained a high level of proficiency in two or more languages and serves as a valuable credential for college admissions and future career opportunities.
Los estudiantes que completen el programa DLI de primaria tendrán la oportunidad de continuar su educación bilingüe en la escuela intermedia Graves. A partir del año escolar 2026-2027, Graves MS ofrece dos cursos para estudiantes ILD: uno de Historia y Ciencias Sociales en Español y otro de Lengua y Literatura en Español. Ambos cursos se imparten íntegramente en español, lo que permite a los estudiantes desarrollar aún más su dominio del idioma en el ámbito académico.

The Dual Language Immersion program is a long-term educational investment that supports academic achievement, language development, and cultural understanding.
